Richard Horne is an economist specialising in labour markets and jobs measurement with more than 15 years’ experience of research and policy work in labour market statistics and analysis. He is the Founder and Director of Empstat.
Assignments include Technical Lead in the development of a jobs measurement framework for the UK’s Foreign, Commonwealth and Development Office (FCDO), technical lead for the development of a G7 measurement and assessment tool for green jobs and skills for green jobs; he has also been an advisor on decent work for the private sector and impact investing bodies.
Prior to Empstat, much of Richard's experience was for the ILO where he focused on research and analysis of labour market issues, often with a focus towards formulating recommendations for labour market policies and interventions.
He has contributed to and coordinated a number of flagship reports including the ILO’s World Employment and Social Outlook series as well as a number of country level and thematic reports covering youth, ageing, gender and green jobs. He has a master’s in Macroeconomic Policy and Financial Markets from the Barcelona Graduate School of Economics
